Timescale: 2015 - present
Assignment: To investigate the feasibility of establishing a Business Improvement District (BID), then taking it through campaign, ballot and set up in 2015. The means has since managed Ymlaen Llanelli for 2.5 days a week, with the BID team taking the organisation through its renewal ballot in 2021.

Ymlaen Llanelli has a relatively small income of only £90,000 per annum. The BID area covers the town centres main shopping area including the St Elli shopping centre; the professional area home to accountants and solicitors on Murray Street and key entry points in to the town such as Eastgate and West End. As proposed in the BID’s renewal ballot, income for its second term is targeted at the following programme of improvements, which commenced April 2021 and will operate until April 2026:

Boosting marketing

• Continue to build on the highly successful and coveted calendar of events
• Implement a town centre loyalty card scheme and a town centre pride campaign
• Work towards increasing Llanelli’s profile as a centre for heritage and culture

Enhancing experience

• Investigate the possibility of installing a digital big screen
• Collaborate with local designers to design and install more window vinyls for empty units
• Additional cleaning and greening

Improving access

• Extending the seasonal Saturday £1 parking scheme to be year-round
• Work with the local authority to link up the proposed new Delta Lakes development with the town centre
• Work with local residential homes and sheltered accommodations to organise days out to the town centre for their residents

Developing strategy

• Continuing to be a strong voice for businesses and working with the local authority, police and other agencies
• Improving the reputation of Llanelli town centre to make it somewhere people want to invest and open new businesses
• Integrating more initiatives into our strategy to help businesses adapt to the new-look high street following the pandemic
