BIDs Handbook

The BIDs Handbook is a guide for local authorities and businesses that are considering, or have already decided, to set up a BID. It aims to illustrate how the regulations work in practice by setting out a practical step-by-step guide to each stage, from scoping and feasibility to a successful ballot and beyond. It has been developed from the experience of BIDs across the UK and, in particular, in Swansea and Merthyr Tydfil.
