Peter Williams

Director

Peter is founder and managing director of The means. Over 30 plus years Peter’s skills and experience have been developed through undertaking a huge variety of consultancy assignments. His focus has consistently been on the issues of local economic development in very diverse settings. He is particularly interested in how the efforts of different sectors can be combined to best regenerative effect, and strengthening the contribution of urban centres in achieving social, economic and environmental goals. Peter has led the company’s work in Wales, London, Singapore, Albania and throughout England. Peter performed the Chief Executive function of the Better Bankside Business Improvement District (BID) for 20 yrs.

James Thomas

Director

James is a director of The means. He is an experienced regeneration practitioner with over fifteen years in the sector. He has significant experience of community and business consultation exercises, undertaking socio-economic research, supporting economic and community development initiatives on the ground as well as devising programmes that exploit opportunities for business involvement. He has extensive experience of designing and delivering economic development programmes & regeneration plans, strategies, studies, business planning and evaluation exercises. James has considerable experience in socio-economic profiling, action planning, funding applications and project management, particularly where there is a requirement to harness resources from a range of sectors such as Public (Trans-National, National Government, Local Government), Private and Voluntary.

He has also developed particular expertise in financial & systems management and is experienced in developing policies which meet current regulatory / legislative requirements as well as anticipating new ones.

James manages the practice from The means’ Llanelli Office.

Susie Barlow

Senior Programme Manager

Susie has worked with The means since 2013 and specialises in place management, engagement, BID development and consultancy. She has led on a number of successful BID ballot campaigns, from feasibility through to company set-up and delivery of the program, most recently fulfilling the role of interim Chief Exec for WeAreWaterloo.

Motivated by the challenge of fostering collaboration between stakeholders to achieve shared ambitions, Susie’s recent projects include facilitating two local business groups both on the doorstep of major London development sites. She is also leading a project to engage and support SMEs towards Net Zero Carbon.

Susie has a degree in Corporate Communications which included a semester at The Hague University of Applied Sciences in the Netherlands, she previously worked for the Energy Saving Trust and other environmental non-profit organisations.

Jade Evans

Project Coordinator

Jade has worked on a number of projects for The means since joining in 2019. She is currently the marketing and events coordinator for Ymlaen Llanelli and Viva Port Talbot BIDs, spearheading a number of initiatives and providing key support in the organisation and running of small- and large-scale events, festivals, and markets. With a first-class honours degree in Journalism from the University of the West of England, she uses her expertise in production, direction and management to bring projects to life, from ambitious town centre regeneration schemes down to BID admin work.

She has also been part of the core teams in the delivery of successful BID renewal ballots in Llanelli, Caernarfon and Bangor, and has produced and analysed surveys for a range of placemaking projects for the Institute of Welsh Affairs and various local authorities.

Louise Abbotts

Project Manager

Lou Abbotts currently splits her time between managing InStreatham Business Improvement District, where she lives and works, and delivering strategic oversight for Be Richmond, the BID for Richmond Town Centre.

With a first-class honours degree in Arts Management from London South Bank University she has devised and delivered a number of high profile projects and events at establishments such as Southbank Centre, Dulwich Picture Gallery, Tate Modern and Theatre503.

She was Business Liaison Manager at innovative South London BID; Better Bankside between 2008-2010 where she spearheaded its first renewal ballot campaign with the ballot attracting a high turnout and a positive result of 82% by number and 86% by rateable value (RV). She has now replicated that success with InStreatham securing a further five-year term for the BID delivering a 45% turnout with 83% voting Yes by Number and 95% by RV. Lou is now supporting the Be Richmond Board and staff team as they move towards a re-ballot in 2022 against one of the most challenging landscapes for High Streets in the 21st Century.

Lou is passionate about culture-led change and aims to be a conduit to allow communities to realise their vision for a better place to call home.

Her focus is on stakeholder engagement, building strong community networks and inclusive place making.

Mandy Jenkins

Project Manager

Mandy is Project Manager at The means and is based within our Welsh team. She has over nine years’ project management experience in the public and private sectors and was most recently South Wales Regional Project Manager for the Welsh Government’s flagship £22million digital inclusion programme. A graduate in European Union Studies from Cardiff University, Mandy is a fluent French and Spanish speaker. She spent several years working for two high profile MEPs where she worked on a number of successful election campaigns. Mandy is currently working with several businesses across south Wales to assist in the development of BIDs.

Ifeoma Eseka

Marketing Projects Coordinator

Ifeoma serves as the Marketing Projects Coordinator at The Means and is embedded as Communications Lead at Streatham BID. In her dual role, she leads the organisation’s multi-channel communications strategy and oversees marketing campaigns across digital and printed media. She has spearheaded initiatives like the Streatham BID wayfinding and visual identity programme and most recently refreshing The Means brand and website.

With a background in marketing and journalism, Ifeoma’s strategic and creative skills, particularly highlighted during the Covid-19 pandemic where she led the BID area’s recovery campaign, have contributed to the success of various projects including facilitating the Community Design Group for the Broadwater Farm Urban Design Framework, which recently achieved recognition by winning the New London Awards 2023 in the Masterplans and Area Strategies category.

Louise Rasador

Projects Coordinator

With a Master of Laws (LL.M.) and a Master’s in Business and Management, Louise is a versatile and resourceful professional with a particular interest in fostering community-driven initiatives for positive change. She has extensive experience in facilitation, consensus building, mediation, and negotiation, as well as expertise in stakeholder engagement. She facilitates the Elephant & Castle Business Forum to drive collaboration among diverse stakeholders, including local businesses, developers, and local authorities’ representatives, addressing local development impacts and championing equitable solutions.

She contributed to the Haringey Business Survey 2023, which encompassed social research including stakeholder interviews, data analysis, and report writing, which informed strategic local business support programmes, emphasising data-driven decision-making for the business community benefit. As part of the Southwark Climate Collective, she actively engages local businesses in reducing carbon emissions and costs, fostering sustainability within the community. She also took part on campaigning efforts, including strategic planning and stakeholder mobilisation, garnering significant support for the Blue Bermondsey BID renewal ballot.
