Flying Start was a major programme announced by the Welsh Assembly Government to make a significant intervention in the lives of pre-school children and their families in the most disadvantaged wards. Over a 14 month period The Means took a leading role in:-

• the project scoping work
• designing and developing the delivery structure
• governance procedures
• engaging with stakeholders and delivery partners
